There are quite a few reasons for this:

1. It is believed that the exchange of information for the coordination of actions is carried out via the Internet. Yes, the military has its own communication systems and they will also seek to disable them, but civilians are also involved in modern warfare, with whom it is easiest to interact using the Internet.

2. The Internet is a very important channel for economic impact on another state - destroy the Internet from your enemy and it will be disorganized. Banks, supply systems and logistics, transport and navigation will stop working.

3. An important part is propaganda. If the Internet works in the occupied territories, then the propaganda ceases to work.

And that's just the first thing that comes to mind. Yes, if the occupation of Ukraine is carried out, the Russian authorities will try to disable the Internet infrastructure in Ukraine. And, I'm afraid, in the border regions of Russia, they will also try to turn off civilian communication systems.

Internet shutdown, I dare say, will precede the attack. That's why it's important.
